文档摘要：为提升基层单位的消防治理能力,针对社会消防治理中存在的多头治理、责任落实不到位以及公民参与不佳等问题分析原因,提出厘清消防职责和定位,明确消防主体地位和任务目标,确定风险沟通是共建共治共享的必要环节和以效能化管理提升基层消防治理能力等应对策略,并通过效能化管理培训和保险+效能化消防管理服务的手段,从源头上减轻社会面火灾防控压力.
Abstract：Inordertoenhancethefiregovernancecapacityofgrassrootsunits,thereasonsfortheproblemsofmultiplegov-ernance,inadequateimplementationofresponsibilities,andpoorcitizenparticipationinsocialfiregovernancewereanalyzed,andefficientmanagementmeasuressuchastoclarifytheresponsibilitiesandpositioningofthefireprotection,de-finethedominantroleandtaskgoalsofthefireprotection,determinethattheriskcommunicationisanimportantlinkincoconstruction,cogovernance,andsharing,andusetheefficientmanagementtoenhancethegrassrootsfiregovernancecapac-ity,andreducethepressureonthefirepreventionandcontrolinsocietythroughefficientmanagementtrainingandinsuranceandefficientfiremanagementservice,wereproposed.
