基于DEMATEL-ISM的食品安全治理公众参与能力指标研究
本文运用文献研究和专家调查法,以公众个人为视角,从公众参与食品安全治理所需要的意识、知识和技能3个维度12个方面构建了食品安全治理公众参与能力指标体系。采用DEMATEL-ISM方法对食品安全治理公众参与能力指标进行研究,结果表明,在食品安全治理公众参与能力12个指标中,参与意识、参与方式与工具、公共事务参与知识、信息获取能力是影响公众参与能力的4个重要因素；原因因素包含4个指标,结果因素包含8个指标；构建了食品安全治理公众参与能力指标的3级递阶结构模型,其中直接层包含参与意识等6个指标,中间层包含法律知识等4个指标,基础层包含食品安全知识等2个指标；在加强公众参与能力建设时,改善结果因素和递阶结构模型顶层指标更有利于直接提高公众参与能力。
Taking the public individual as an example, the index system of public participation ability of food safety governance were constructed from 3 aspects of awareness, knowledge and skills and 12Sdimensions by the method of literature research and expert investigation. Public participation ability elements of food safety governance were studied by the method of DEMATEL-ISM. The results show that 4 elements which were participation awareness, participation methods and tools, public affairs to participate in knowledge, information acquisition ability were important in 12 elements of public participation ability index system of food safety governance. Causing factor contained 4 elements, and results factor includes 8 elements. Three-level hierarchical structure model was structured on the basis of public participation ability indexes of food safety governance, and the directly layer of the model contained 6 elements such as the sense of participation, and the middle layer contained 4 elements such as legal knowledge, and base layer contained 2 elements such as food safety knowledge.
