湛江对虾进口现状及对策研究
对虾是湛江外贸出口的拳头产品,但随着湛江对虾养殖产量的不断降低和对虾原料价格的日益上涨,对虾出口不断下滑的同时,而进口则呈现快速增长的态势,产业转型升级的趋势愈发明显。本文通过分析比较了湛江近年来对虾进口贸易情况,并对其进口不合格情况进行系统的整理和分析,发现进口对虾存在致病菌和药物残留的安全风险,我国进口水产品质量安全标准体系不完善、部分标准缺失,进口监管模式也存在不合理、不完善等问题。通过对这些问题进行分析研究,建议采取严格进口水产品监管、调整监管模式、完善标准体系、加强实验室以及口岸基础能力建设和加强国家交流合作构建水产品安全共治新格局等对策措施,以期对提高湛江进口对虾产品质量和完善我国进口水产品质量安全管理体系提供一定参考。
Shrimp is the key product for Chinese aquatic exportation, but as the decrease of shrimp production and rising prices of raw materials in Zhanjiang, Prawn export falling at the same time, of which shrimp imported presents the fast growing tendency, transformation and upgrading of industry is more obvious. In this article, it can be noticed imported shrimp exists the security risks of pathogenic bacteria and drug residues, imported aquatic product quality safety standard system in our country is not perfect and lack of standard partially. Imported regulations have problems such as the unreasonable, faulty mode through analysis and comparison of the imported shrimp in Zhanjiang recently, and the imported unqualified system arrangement and analysis of the situation. Based on the issues mentioned above, in order to improve the quality of imported shrimp products in Zhanjiang and consummates our country imported aquatic products quality and safety management system ,it is recommended that the strict imported aquatic products supervision, adjusting the regulatory model, perfecting standard system, to strengthen the construction of laboratory and port infrastructure and strengthen national exchanges and cooperation to build new pattern of safety work of aquatic products.
