贵州省用户侧储能运行收益模式及效益分析
摘要:在能源转型的大背景下,用户侧储能由于能实现转移负荷的功能、响应电网削峰填谷的调度指令、降低用户用电成本,得到广泛关注。现阶段电力市场环境复杂多变,各省市区电力交易环境差异明显,如何根据实际情况确定用户侧储能运行收益模式,显得尤为重要。首先,构建了储能成本模型,考虑到时间对价值的影响,引入了储能全生命周期计算系数,并结合实际政策建立了3种用户侧储能收益模型。然后,对储能运行进行了常规运行约束和特定收益模式的需量管理及需求响应约束。最后,选取贵州省工业用户实际数据进行算例分析。算例结果表明,依托贵州省现有政策和结合储能发展情况,贵州省用户侧配置储能收益欠佳,难以在全生命周期内回收成本,但可以通过合理增加需求响应补贴及增加平时段电价扩大峰谷价差来实现扭亏为盈。
Abstract:In the context of energy transformation, user-side energy storage has been widely concerned because it can realize the function of load transfer, respond to the dispatching instruction of power grid peak cutting and valley filling, and reduce the cost of user electricity. At present, the electricity market environment is complex and changeable, and the power trading environment of provinces and urban areas is obviously different. How to determine the user-side energy storage operation income mode according to the actual situation is particularly important. First, the cost model of energy storage is constructed, taking into account the impact of time on value, the calculation coefficient of the whole life cycle of energy storage is introduced, and three kinds of user-side energy storage benefit models are established in combination with actual policies. Then, the conventional operation constraints, demand management and demand response constraints of specific revenue models are carried out for energy storage operation. Finally, the actual data of industrial users in Guizhou Province is selected for example analysis. The results of the calculation show that relying on the existing policies and combined with the development of energy storage in Guizhou Province, the benefits of user-side energy storage allocation in Guizhou province are not good, and it is difficult to recover costs in the whole life cycle. However, losses can be turned into profits by reasonably increasing demand response subsidies and increasing electricity prices in normal periods to expand the peak-valley price difference.
