废弃光伏组件回收现状与趋势
摘要:随着光伏发电装机快速增长,废弃光伏组件量将激增,废弃组件处理不当不但造成环境污染,还会导致资源浪费。目前,国内外光伏组件大规模报废期还未到来,组件回收行业处于起步阶段,监督管理体系还未建立,存在技术装备不成熟、回收收益低及相关政策体系不完善等问题。参考新颁布的《中华人民共和国固体废物污染环境防治法》分析了光伏组件回收技术的发展趋势,认为光伏组件回收技术除了要注重产品的再利用价值,更需注重处理过程中污染物和碳的排放,并提出应从全生命周期实现光伏组件的减量化、资源化和无害化发展。最后,从政策支持、技术研发和商业模式三方面提出几点建议,以期为相关人员提供参考。
Abstract:With the rapid growth of installed photovoltaic power generation capacity, the amount of waste photovoltaic modules will increase sharply. Improper disposal of discarded modules will not only have a negative impact on the environment, but also cause a waste of resources. At present, the large-scale obsolescence of photovoltaic modules at home and abroad has not yet arrived, the module recycling industry is in its infancy, the supervision and management system has not yet been established, and there are problems such as immature technology and equipment, low recycling income and imperfect related policy systems. This article analyzes the development trend of the photovoltaic module recycling technology with reference to the newly promulgated "Law of the People's Republic of China on The Prevention and Control of Environmental Pollution by Solid Waste" , And proposed that the reduction, resource utilization and harmless development of photovoltaic modules should be realized from the whole life cycle. Finally, some suggestions are put forward from the three aspects of policy support, technology research and development and business model, in order to provide reference for relevant personnel.
