发电企业技术监督工作的经济学分析
摘要：发电企业技术监督的对象是发电设备,技术监督的手段是监测、分析,即对发电设备进行监测,对相关数据进行分析,技术监督工作的设计和开展,目前主要还是囿于技术和管理的层面。本文试图结合经济学中诸如委托代理关系、博弈模型以及成本收益分析的相关理论,就发电企业的技术监督工作进行梳理分析,并提出若干政策性建议,应该也不失为促进发电企业技术监督工作回归本质的一种有益尝试。
Abstract:Technology supervision has been conducted at electric power generating enterprises on power generating equipment by means of equipment monitoring and data anal-ysis.So far, this kind of technology supervision merely falls into the sphere of technology management.This paper attempts to analyze the technology supervision from such economic perspectives as principal-agent relations, game playing, and cost-benefit analysis.Based on this analysis, some policy suggestions are proposed.Hopefully, such an economic analysis of technology supervision could be a step forward to rationalize and revitalize the technology su-pervision as conducted at electric power generating enterpris-es.
