摘要：谋划构建动力电池回收利用体系对于坚持生态立省的海南至关重要,同时也将助力海南打造新的低碳循环经济增长极.海南拥有一定量的退役动力电池应用场景,但是汽车产业基础薄弱,回收利用市场仍处于前期培育阶段,宜提前进行回收利用产业布局,为2030年岛内"全面禁售燃油车"提供支撑.一方面需要尽快建立动力蓄电池回收利用溯源信息管理系统,实现动力电池进出岛"管得住",另一方面需充分发挥海南自由贸易港区位特点以及在税收、货物贸易便利化等政策赋能方面优势,结合未来海南退役动力电池规模适量布局回收利用项目,并在前期采取政策扶持和加强行政监管力度等举措培育产业发展.
Abstract：PlanningtobuildrecyclingandutilizationsystemofretiredpowerbatteriesinadvanceiscrucialforHainanprovince,whichadherestotheprincipleofbuildinganecologicalprovince,andwillalsohelpHainanprovincereachanewlow-carboncirculareconomygrowthlevel.Hainanprov-incehasacertainnumberofretiredpowerbatteriesapplicationscenarios,buttheautomobileindus-tryfoundationisweak,andtherecyclingandutilizationmarketisstillintheearlycultivationstage.Itisadvisabletocarryouttheindustriallayoutofretiredpowerbatteriesrecyclingandutilizationinadvancetoprovidesupportforthe'fullybanningthesalesofgasoline-fueledautomobilesin2030'.Ontheonehand,itisnecessarytoestablishthetraceableinformationmanagementsystemofpowerbatteriesrecyclingandutilizationinHainanprovinceassoonaspossibletomakepowerbatteriesinandoutoftheisland'manageable'.Ontheotherhand,itisessentialtogivefullplaytothelocationcharacteristicsofHainanfreetradeportandintaxation,goodstradeandotherpolicyenablingad-vantages,combinedwiththefutureHainanprovinceretiredpowerbatteriesscaleandproperlyar-rangerecyclingandutilizationprojects,meanwhilefosterindustrialdevelopmentbystrengtheningearlypolicysupportandadministrativesupervision.
