摘要：电改对输配电价核算提出了严格要求,实现双碳目标又需要提高分布式能源发电上网配套工程投资比重,双重压力下的电网投资策略如何影响输配电价亟待研究.通过对影响电网投资的主要参数进行差异化分析,包括投资规模有效性、投资结构和投资时序,基于系统动力学平台构建差异化电网投资与输配电价联动模型,并基于影响参数设置四种不同的投资场景对输配电价进行测算.算例结果表明,投资约束会导致输配电价核算结果明显小于常规结果,投资规模、投资结构和投资时序的调整都会对输配电价构成一定程度的影响,其中,投资有效性规模变动对输配电价影响程度最大,投资时序影响最小.
Abstract：Electricmechanismreformhasputforwardstrictrequirementsontheaccountingoftransmissionanddistributionprices.Toachievethedualcarbongoal,itisnecessarytoincreasetheproportionofinvestmentinsupportingprojectsfordistributedenergygeneration.Howdoesthepowergridinvestmentstrategyaffectthetransmissionanddistributionpriceunderdualpressureneedtobestudiedurgently.Throughdifferentiatedanalysisofthemainparametersaffectingpowergridinvestment,includingtheeffectivenessofinvestmentscale,investmentstructureandinvestmenttiming,adifferentialgridinvestmentandtransmissionanddistributionpricelinkagemodelisconstructedbasedontheSDplatform,andfourdifferentinvestmentscenariosaresetbasedontheinfluencingparameterstocalculatethetransmissionanddistributionprice.Thecalculationexampleresultsshowthatinvestmentconstraintswillleadtothecalculationresultoftransmissionanddistributionpriceissignificantlysmallerthantheconventionalresult,andtheadjustmentofinvestmentscale,invest-mentstructureandinvestmenttimingwillaffectthetransmissionanddistributionpricetoacertainextent.Amongthem,theefficiencyvariationofinvestmentscalehasthegreatestimpactontransmissionanddistributionprice,whileinvestmenttiminghastheleastimpact.
