92%ofworld'sroadfatalitiesareindevelopingworld,where83%ofworld'spopulationlivewithonly13%ofglobalvehiclepopulation.Theroadsafetyisaseriouspublichealthissuewithmorethanmilliondeathsandhugenumberofinjuries.Thehardfactisthatitisstillgrowingwithoutanyabatement,andheterogeneoustrafficdefiesanyeasysolution.Segregationofnon-compatiblemodesisonefeasibleoption,butsafetycultureofroadusersonlyactuallybringslastingsafetyinaroadsystem.Behaviouralchangeisalongdrawnprocessthrougheducationandcampaignsupportedbyeffectiveenforcement.But,developingworldhasnotbeenabletoaffordit,asthevolumeofroadusersishuge,andimbibingsafetyculturemaytakedecades.Inaddition,itwillrequiresignificantchangeinregulatoryandlegalframeworkwithinstitutionalreforms.Contributionoftheroadinfrastructureitselfisasignificantoneintheoccurrenceofacrashanditsseverity.Thus,makingtheroadssaferwithrequiredprovisionscanbetheresponsibilityofasingleRoadAuthority,subjecttoadequatefunding.Also,safetyengineeringaspectscanbeaccommodatedwithinexistingimplementationframeworkwithoutanymajorinstitutionalreform.Thedesignrelateddeficienciesintheroadinfrastructureofthedevelopingworldistherootcauseofthesafetyconcerns'believedtobe'unsolvableproblem.Itshouldbeadmittedthatthereisanacuteshortageofsafetyengineeringexpertise,andtherefore,trainingandcapacitybuildingwillberequired.Further,certainbasiclegalprovisionsintheroadnetworkdevelopmentmakingengineersresponsibleforthosewillsurelyamelioratethesafetyinasignificantway.Whileroaduserswillcontinuetomakemistakes,engineersmustensureminimizationofhazardsbydesignprovisions.Theaimistoprovideroadnetworkfreeofhazardstorealisetheideaofforgivingroad.
