Continuedincreaseintrafficcongestionhasbeenanimportantbarrierforindividual'stravelqualityandsocioeconomicdevelopment.Sincethedensityofroadnetworkisalreadyconcentratedinsomearea,whichmeansthetraditionalmeasures,suchasroadconstruction,maynolongeracceptable.Activetrafficmanagement(ATM)isconsideredasthenewdynamictrafficcontrolandmanagementstrategytocombattrafficcongestionswhichincludespeakhourlane,adaptivesignalcontrol,speedharmonizationandsoon.PeakhourlaneiswidelyappliedonDutchfreewayinordertoreducetrafficcongestionduringthepeakhour.Theeffectofthismeasurementisevaluatedbyrealtrafficdata.Thenearest-neighbormethodisadoptedtodealwiththemissingdata.Thepositiveandnegativeaspectofpeakhourlaneareinvestigatedfromtheexperiments.Thecapacityforthe2-lanefreewaywillincreasewhenthehardshoulderisusedasanadditionallane.Thespeedandtraveltimealsocanbeinfluencedbythereleaseofthepeakhourlane.
