BeingthemaincapitalcityinSriLanka,Colomboisfunctionedasthehubofadministrationandcommercialactivities,thusitisaverybusyandvibrantplacewithheavyvehiculartraffic,andithasasteadytrafficgrowthforseveraldecades.AsatropicalIsland,SriLankaexperiencesahighlevelofambientparticulates.Averageofambientparticulatematter(PM-10)levelinColomboexceedstheWHO'slatestguidelineof20microgramspercubicmeter(μg/m3),andithasanunhealthysituationinrelationtotheparticulatepollution.Totalvehiclepopulationofthecountryis5,203,678,andabout51#ofthemareconsistedwithmotorcycles.Thesecondhighestoneisthree-wheelerstakesupabout16#ofthetotal.Further10#ofmotorcarsand1.8#ofbusesclearlyshowthattheneedinessofawellmanagedtransportsystemasthetransportsectoraccountsforabout60#ofthetotalfuelconsumptioninSriLanka.Fivemajorsectorsthatarerelatedtopowergeneration,fuelconversation,industry,domesticandtransporthavebeenidentifiedasmajorcausesforairpollution,andamongthememissionoftransportsectorhasbeencalculatedas48#of(SO2)sulphurdioxideand47#of(NO2)nitrogendioxideinSriLanka.ThemostvisibleandfrequentlymentionedtransportproblemoftheColombocityisitstrafficcongestionandenvironmentalpollutionduetoimproperroadnetwork,poorcityplanning,insufficienttrafficcontrolsystemsandpoormaintenanceofroads.Ontheotherhandpoormaintenanceofvehiclesincreasesairpollutionbyair-borneparticlesfromdieselvehiclesandcarbonmonoxideandvolatileorganiccompoundsfrompetrolvehicles.Hence,thispaperaimstodiscussondrivingforces/causesofsuchenvironmentalproblems,existingpolicyinitiatives/measuresatdifferentlevel,policy/knowledge/informationgapinrelationtothetransportsector,presentsituationoftrafficaction,difficultiesinpromotingenvironmental-friendlytransportationinfrastructureandoverallnationalstrategyonurbanenvironmentandtransportation.PracticabilityofstrategiesusedbytheNationalTransportCommissiontomitigateenvironmentalpollutionduetotransportationwillalsobediscussedforrecognitionofshorttermandlongtermapplicabilitywithongoingimprovementoftransportationinSriLanka.
