Australiahas30yearsofrecenthistorywithroad,motorwayandtunnelpublicprivatepartnerships(PPPs)inthecitiesofBrisbane,SydneyandMelbourne.ThePPPapproachhasdeliveredoutstandinginfrastructureforthegovernmentsandcommunitiesofthosecities,howevertheAustralianPPPmodelhasnotbeenwithoutfailureforprivatesectorproponents.TheAustralianPPPmodelhasdeliveredsignificantbenefitsincluding;ontimeonbudgetmethodologiesthatoutperformtraditionalcontractingapproaches;superiorgovernanceincludingbyfinanciersandlendersaswellasawholeofgovernmentapproach;bettercommunityoutcomesthatencompassearlierdeliveryofinfrastructurewhencomparedtotraditionalfundingapproaches;significantcommunityinvolvementandinvestmentinlocalcommunityoutcomes.TheAustralianPPPmodelallowsforunsolicitedprivatesectorproposalsaswellthetraditionalgovernmentproponentapproachandsuccesshasbeenachievedwithunsolicitedproposalsinbothbrownfieldandgreenfieldsituations.Infact,thefamousSydneyHarbourTunnelisasuccessfulunsolicitedgreenfieldPPPthatwasacceptedbythegovernmentinthe1980s.TraditionalgreenfieldPPPsrelyheavilyontheartandscienceoftrafficmodellingandAustraliahasexperiencedthefullspectrumofoperationalPPPoutcomesfromoutstandingfinancialsuccesstoprivatebankruptcy.PPPmodelsmustevolveaccordinglyandtheAustralianmarketiscontinuouslyrespondingtolessonlearntincludingtheprovisionofmorecomprehensiveguidelinesfromgovernment,tailoringfinanceandfundingapproachestothespecificinfrastructurebeingdevelopedandensuringthedifferentrisksassociatedwithbrownfieldandgreenfieldprojectsaretakenseparatelyandontheirmerits.Thispaperwillexaminethe30yearsofPPPsuccessinAustralia,drawoutthelessonslearntfromfinancialfailureaswellassuccess,tracktheevolvingmodelandchangingapproachtopublicinfrastructureandhighlightwhyunsolicitedproposalsinbothgreenfieldandbrownfieldenvironmentscandeliverenormousbenefitsforcommunities.
