文档摘要：大数据、智慧城市、国家宏观政策为电子政务向智慧政务的转型提供了一个难得的历史机遇。智慧政务是电子政务发展的新阶段，“新”主要指政府在智慧的办公平台上，通过智慧的决策，为公众提供智慧的服务。建设智慧政务，应该遵循长远规划与务实推进相结合的发展模式，从长远看注重顶层设计；就当下而言，借助智慧城市之力，稳步推进智慧政务建设。
Abstract：Bigdata,thesmartcity,nationalmacropolicyofsmartforthee-governmentaffairstransformationprovidesararehistoricalopportunity.Smarte-governmentisanewstageofe-governmentdevelopment,the"new"referstothegov-ernmentonthesmartofficeautomation,throughthedecisionsofsmart,toprovidepublicserviceofsmart.Constructionofsmarte-governmentshouldfollowthelong-termplanningandpracticaltopromotethedevelopmentmodeofcombininginthelongruntopayattentiontothetop-leveldesign;Intermsofthepresent,withthesmartcity,steadilypromotingtheconstructionofsmarte-government.
