国内外标准化工作对比与我国消防标准化现状分析

文档摘要：为夯实消防安全主体责任、丰富消防工作治理手段,通过梳理国内外标准化工作,分析我国消防领域地方标准现状,查找存在的问题并提出对策.结果显示:我国的标准化建设在标准编制、人才培养、经费保障及编制过程等方面与国外存在差距;国内不同区域标准化发展模式不尽相同,多采用标准化示范项目、试点建设、标准化项目科技奖励等手段促进标准化发展;消防领域地方标准取得一定成绩,但存在标准数量与应用频率不对等、标准质量无法满足现实需求、标准化人才数量与现实需求不匹配的问题.基于此,提出扎实开展调查研究、提升标准质量水平、开展标准化人才队伍建设3项提升消防领域地方标准化工作的对策,以期为后续消防领域地方标准化发展提供帮助.

Abstract：Inordertostrengthenthesubjectresponsibilityofthefiresafetyandenrichthefireprotectionworkgovernance,inthispaper,throughreviewingthestandardizationprogressathomeandabroad,thecurrentstatusoflocalstandardsinthefieldofthefireprotectionwasanalyzed,theexistingproblemswerefound,andthecountermeasureswereproposed.There-sultsshowthattherearedifferencesinaspectsofstandardpreparation,talentcultivation,fundguarantee,andpreparationcoursecomparedwithabroad;thattherearenotexactlythesamestandardizationdevelopmentmodeindifferentareasofChi-na,inwhich,severalmeanswareusedtopromotethestandardizationdevelopment,suchasthestandardizationdemonstra-tionproject,thepilotprojectconstruction,thescienceandtechnologyawards;andthatalthoughlocalstandardsobtaincer-tainachievementinthefieldofthefireprotection,therearestillproblemssuchasnon-equivalencebetweenthepreparationquantityandtheapplicationfrequencyofthelocalstandard,dissatisfactorybetweenthelocalstandardqualityandtheactualdemand,andmismatchbetweenthequantityofstandardizationtalentandtheactualneed.So,threecountermeasuresforim-provingthelocalstandardizationworkinthefieldofthefireprotection,i.e.,solidlycarryingoutthebasicinvestigationandresearch,improvingthequalityandlevelofthestandard,andpromotingtheconstructionofstandardizationtalentteams,soastoprovidehelpforthesubsequentlocalstandardizationdevelopmentinthefieldofthefireprotection.
