文档摘要:优化营商环境是建成公路建设行业统一大市场的必然要求.基于文献研究和问卷调查,结合公路建设行业实际,构建含市场环境、公共服务、人力资源、创新环境、信用环境等8个一级指标,30个二级指标的公路建设行业营商环境评价指标体系,测算我国31个省域营商环境评价值,据此分析省域与地区的水平特征、聚类特征、空间特征和组态特征,提出公路建设行业营商环境优化策略.研究结果表明:1)我国公路建设行业营商环境省域差异显著,存在地区内各省发展不平衡的现象;2)具有行业标杆型、领先型、追赶型、落后型聚类特征,整体稳定、微幅提升的时序特征,显著正向关联和东、中部地区显著优于西部、东北部的空间集聚特征;3)存在产生高水平公路建设行业营商环境的4个核心要素、7种组态、3处代表性集聚区域;4)提出"认清现实基础+利用空间集聚效应自我优化+匹配组态路径持续提升"的营商环境优化路径,行业领先型省份可通过组态S3、S6升级至行业标杆型,行业落后型与追赶型省份充分利用空间集聚特征,借助"辐射"效应自我优化,再根据组态配置适宜的建设路径,实现营商环境持续优化.研究结论为公路建设行业持续优化营商环境,建设全国统一大市场提供理论参考.
Abstract:Optimizingthebusinessenvironmentisaninevitablerequirementforbuildingaunifiedmarketinthehighwayconstructionindustry.Basedonliteratureresearchandquestionnairesurveysandincombinationwiththepracticalaspectsofthehighwayconstructionindustry,thisstudyconstructedanevaluationindexsystemofbusinessenvironmentinhighwayconstructionindustry.Itcontainseightprimaryindicators:marketenvironment,publicservice,humanresources,innovationenvironment,andcreditenvironment,etc.,alongwiththirtysecondaryindicators.Theresearchmethodologywasappliedtothebusinessenvironmentassessmentof31provincesinChinatoanalyzetheprovincialandregionalcharacteristicsfromtheperspectiveoflevel,cluster,space,andgroupaccordingly.Theoptimizationstrategyofbusinessenvironmentinhighwayconstructionindustrywasthenproposed.TheresultsindicatethattherearesignificantprovincialdifferencesinChina,revealingimbalancesindevelopmentamongprovinceswithinregions.Moreover,thebusinessenvironmentofChina'shighwayindustryhasfourclusteringcharacteristics(i.e.,benchmarking,leading,catching-up,andlagging),twotimeseriescharacteristics(i.e.,overallstable,slightlyimproved),significantpositivecorrelation,andspatialagglomerationcharacteristics(i.e.,theeasternandcentralregionsaresignificantlybetterthanthoseinthewestandnortheast).Therearefourcoreelements,seventypesofconfigurations,andthreerepresentativeclusteringareasthatgenerateahighlevelofbusinessenvironmentintheindustry.Moreprecisely,byproposingabusinessenvironmentoptimizationpaththatinvolves"recognizingtherealisticfoundation,utilizingspatialagglomerationeffectsforself-optimization,andcontinuouslyenhancingthroughmatchingconfigurationpaths,"leadingprovincesintheindustrycanbeupgradedfromconfigurationlevelsS3andS6toindustrybenchmarkinglevels.Thelaggingandcatching-upprovincesintheindustrymakefulluseofthespatialagglomerationcharacteristics,optimizethemselveswiththehelpofthe"radiation"effect,andthenconfigureappropriateconstructionpathsaccordingtotheconfigurationtoreachahigherlevel.Theresearchfindingsprovidetheoreticalreferencefortheroadconstructionindustrytocontinuouslyoptimizethebusinessenvironmentandbuildaunifiednationalmarket.
