构建进口食品注册多元化监管机制的新思考
进口食品注册已成为保护国内消费者健康、调节进出口食品贸易的一种技术贸易措施。我国目前对四类进口食品实施了注册管理, 随着注册工作的持续推进, 单一化的注册管理模式已经不能满足工作需要。本文讨论了国内外注册管理模式特点, 总结出我国进口食品注册管理工作中存在的问题, 并通过研究借鉴国外一些先进的注册管理经验, 提出了针对不同产品类别和不同风险等级, 由政府部门、社会第三方认证机构、进口商、供应商、生产企业等多方参与、齐抓共治的多元化注册监管新模式。
The registration of imported food has become a kind of technical trade measures to protect the health of domestic consumers and regulate the trade of import and export food. At present, our country has carried out the registration management for 4 kinds of imported foods. With the continuous advance of the registration, the single registration management mode has been unable to meet the needs of the work. This paper discussed the characteristics of the domestic and international registration management modes and summarized the problems existing in our country's import food registration management. Then according to different product categories and different risk levels, a new model of diversified registration supervision was put forward, which was participated in by government departments, social third-party certification organizations, importers, suppliers and production enterprises.
