摘要：黑龙江省的农业生产每年产生大量需要进行综合利用的秸秆.但传统的秸秆收集工作方式限制了综合利用工作,目前亟需建立一个新型秸秆收集体系.黑龙江省的秸秆工作面对着农民农业土地分散、规模小,秸秆离田的数量和价格不稳定,生产企业难以得到稳定的秸秆供应,部分耕地的秸秆无法收集,无法离田的根茬被露天焚烧,高附加值的秸秆产业较少等问题.文章在分析问题成因后,认为需要构建一个以政府统筹组织、国有企业和民营企业合作,以低成本运营,在完成秸秆收集的同时完成耕地整理工作的科学、高效的新型秸秆收集体系.新型收集体系可以提高秸秆收集率,降低工作成本,促进秸秆的高效综合利用,最终推进黑龙江省生态文明建设以及农业现代化建设工作.
Abstract：AlargenumberofstrawswhichshouldbeutilizedcomprehensivelyareproducedbyagriculturalactivitiesinHeilongjiangprovinceeveryyear.However,thetraditionalstrawcollectionhinderstheutilizationofthestraw,indicatingthatanewstrawcollectionsystemisurgentlyneededinHeilongjiangprovince.NowseveralproblemsareobstructingthecollectionofstrawinHeilongjiangprovince,suchasthelandofeachpeasantistoosmallandscatteredtocollectstraws,thequantityandpriceofcollectedstrawarefluctuating,theenterprisesthatutilizingstrawsareunabletogetstablesupply,somecultivatedlandisunsuitabletocollectstraw,thestubbleofstrawshasbeenburneddirectlyandtherearefewhighadditionalvalueindustriesforcomprehensiveutilizingstrawsatpresent.Inconsiderationoftheproblemsmentionedabove,webelievethatanewstrawcollectionsystemwhichisledbygovernmentandoperatedatcostinvolvingstate-ownedenterprisesandprivateenterprisesshouldbeestablished,andthesoiloffarmlandshouldalsobeturnedupafterthestrawsarecollected.Thenewsystemwillimprovethestrawcollectionrateandreducethecosts,promotingtheefficientutilizationofstraws.Andfinally,itwillpromotetheconstructionofecologicalcivilizationandagriculturalmodernizationofHeilongjiangprovince.
